You would totally want to. You might not ONLY want to rub your hands across their chests. You might also just want to play with them because they're actually pretty fun to mess with. And yeah, I'm sure most girls would love these shirts and I'd totally buy them for any girl in my life just because I know the girls I have would enjoy them. :)
