If God wished to send a message to one person, He might accomplish it by sending the message in the clear encoded in a way that only the intended recipient could understand it. One step higher, and God could use one encoded message to send multiple communications to multiple recipients, while giving the impression to others that the message was merely noise or platitudes. It happens in literature all the time that different readers interpret one or more layers of meaning that may or may not have been intended while others may understand nothing. If God is far wiser than ordinary authors, He can cause this effect intentionally as He will understand how each recipient will interpret the message.
