I definitely agree with encouraging familial intimacy to accompany sex education, sharing cuddles and orgasms. And, for the most part, PIV is a "no", also agreeing with you. However, I do know of situations where I would not agree with you.

I was in SOP with a father/daughter PIV individual. His wife left him so his daughter (G10) began wifely home-making, becoming closer and closer to Her father. Nothing physical occurred until She wanted it even though Her father refused. Having constraints became stressful for Her so Her father acquiesced, granting Her (now G12) full emotional and physical bonding. His daughter eventually let the partnership slip to Her cousin who was having the same rejection problem with Her own father. The cousin attempted to initiate things with Her own father who reported both, his own daughter and his daughter's cousin. LEO intervened in both cases. The cousin ended Her own life.
