Just try to imagine the reaction of Texans to such a prospect, and it becomes instantly clear why Russia responds as it does.

...and Texas had the shit bombed out of it alongside the WA/Astoria border and France. Texas didn't do crap, and one suspects that "don't mess with Texas" is, well, all talk.

Boston actually starts responding after about the second or third major terrorist attack or so. Locally, though.
