Correct, you didn't say that explicitly. Which is why I said "implicitly."

Granted I'm obviously wired differently, but I think the reason for our misunderstandings, as well as those you've experienced elsewhere here, and on VOA could be due to the direct evidenced based approach to which you think, and which science teaches.

This isn't wrong, but it would more or less result in thinking we were all crazy because we're spouting out things that cannot be easily connected by looking at the evidence.

One just has to imagine what you mean when you express the desire to extend services to our population? Yes, there is a need, and you might confirm in your research that stigma is a big reason why people don't seek treatment.

While it might be a bit easier in Canada, and parts of Europe, in America we have been on a cultural shift after 9/11 towards zero tolerance. There has been marked decrease in trust in society.

In spirit of this, mandatory reporting laws have come to place in the states. Mental health professionals are mandatory reporters. They must report to the correct agency if they feel a client of theirs has, or is at risk to break the law.

This alone makes it impossible to treat, rehabilitate, and otherwise reduce sexual abuse because the offender population cannot get treatment without involving the police.

No sane person would disclose abuse or illegal activity, unless they wanted the police called.

Canada has some nice things to offer. Like a bit less backwards culture.
