...does this mean we should ban kissing between younger people and peers too? Between adults and other adults? For that matter, did we ban homosexual sex to prevent AIDS from becoming an epidemic back in the '80s and '90s? Or, did we find a better, more democratic way to prevent it from spreading? Kissing and other sexual activity cannot be subject to a blanket ban out of a legitimate but panic-level exaggeration about the dangers of venereal diseases.

It's also not an issue that is particularly pronounced between adults and youths, and in fact would be less likely to spread between an adult and a youth due to the lower level of sexual activity that would most often occur between them.

The most dangerous types of venereal diseases, such as chlamydia, syphilis, and AIDS, are very unlikely to be spread between age disparate partners. Your concerns are, at their core, legitimate but extremely overblown. The overcompensation in dealing with legitimate concerns to the point where you suggest a blanket ban on sexual activity between two particular groups--especially when the risk factors among those two groups is not high--is the act of a moral crusader trying to use legitimate medical concerns to completely criminalize a type of activity that you disapprove of on a deep moralistic level. It makes no logical sense to focus on just these two particular groups as you do if it was based on anything other than that.
