In such countries where erotic cartoons of childlike characters are illegal, it has nothing to do with the rights of the artist or copyright issues. It is purely about hatred for pedophiles.

In the United States where such cartoons are legal (but in a weird twist of the U.S. legal system, possession has sometimes been criminally prosecuted successfully, with the possessors punished despite everyone acknowledging that the cartoons are legal) the cartoons themselves might be illegal if they violate trademark or copyright laws, but this would apply equally to non-erotic, unauthorized copies.
