No.

Different things are legal in different places. Literature (all written) KP is illegal in Canadia. Lolicon (drawn KP) is illegal in Airstrip One. Pronz featuring adult performers pretending (as in, acting) to be minors is illegal in Merka. Pronz featuring adults not even acting as minors but not looking grannily enough is illegal in Arsetralia. Yet, a few years ago, actual KP was still legal in Japan, and many more years ago in Denmark.

Technically, you could have used something which was legal before it was illegal; or still be using something which is legal where you are and illegal somewhere else.

GC standards are intentionally restrictive. But, while you are well advized to know and follow your local laws, you are also well advized not to regard them as universal.

With these disclaimers, that question could be answered in the positive.
