In this weather? (A GM)

Earlier today I went to the store to get some things, and two girls - about age 7 and 9, and dirty blond - were in the store wearing what was either hot pants or bicycle shorts, I'm not sure which. And while I very much appreciated the lovely view of their marvelous shapely legs, it was 35 degrees outside, and felt much colder, which had me thinking "their parents let them go out like that in THIS weather?"

Sure, they probably came to the store in a car, so their legs didn't likely have much time to get cold, but still...
