Denial isn't just to say something doesn't exist. It is also to downplay it, minimize it, or rationalize it.

"No Jews died as a result of the Third Reich" is Holocaust denial.

"Some Jews died as a result of the Third Reich, but it was because they were enemy soldiers and spies" is too.
