From what I understand, French Kissing simply involves tongue exploration, in the normal sense, mouth to mouth. However, I have French Kissed my little lover (with MY tongue) but not on Her mouth lips.

Nevertheless, your question is an intriguing one. I don't think the laws anywhere specifically forbid it. (Unless it's the way I did it, in which case I was eligible for multiple life sentences. Fortunately, I was given the minimum sentence allowed for each charge.)
