I've heard wind of similar schemes in the US but they seem to be pretty rare.

Regarding CPS in general I haven't been able to completely figure out the situation in the US yet, to me it seems to have grown out of the liberal "mother knows best" nanny state to largely be this machine that's taken a life of it's own and had grown incredibly out of control. On top of the problems you get when you give everyday jerk-offs a little power.
