If you know of someone who has robbed a bank or shot somebody, you are required by law to report it. If you don't, and it can be shown that you DID know about it, you can be charged as an accessory. (You are hiding a fugitive, type concept.)

This concept is what the mandatory child "abuse" reporting laws are based on.
