Actually, very much no. EMP would not "wipe" the drive. In fact, most of the drive would still be readable.

There is a program I use called Eraser

and is completely legal and does what it does well.

In magnetic recording media, there is a way of determining the short term history of "what was there before". The U.S. military (and others) know this. When they need to delete something, they do what is called a military wipe. This means that the sensitive data is recorded over with (sort of) random data. Not just once but up to 7 times. An EMP only scrambles some things once. A military wipe is what you want. Eraser does this.
