I've never flown a Dash 8 but if you look carefully at the video, you can see it's a problem with the wheel bearing. The only thing I know that will get a wheel bearing to seize like that is complete lack of preventative maintenance.

Just last Wednesday, Pearson ground had an incident where a Boeing heavy and an Airbus heavy got into a fight. (Both A/C were empty but you wonder if the guy got his AVOP from Walmart. Maybe I should come out of retirement?
