Why do you presume that a weaponized virus would kill everyone indiscriminately? War should not be understood as an institution designed to kill as many people as possible, but as an institution designed to force a desired outcome. Weapons should be considered in the same context - as tools of war. A bioweapon with both high infection rates and a high kill rate would be undesirable for several reasons, the most obvious being blowback and the likelihood it would wipe out one's own population. It would also reduce the effectiveness of conquering an enemy's population, as there would be little population remaining to rule. Perhaps if one is trying to eliminate another species, or human inhabitants of another planet that those deploying the weapon did not wish to inhabit themselves, it would make sense. Otherwise, no.
