A crime against the state, not the individual

That's the main problem with this law, as I see it. The state(s) have made this a crime against the state, when the crime - if any - should be against the individual, and treated as such. Statutory "rape" is only the state's ham-fisted attempt to misappropriate the errors of psychology to the law so they can maintain the status quo and their control of the populace in this specific way.
