Need some advice

I have had it up to here with this insane law that makes underage characters totally illegal,one of my main things is role playing and I love to role play underage character but no matter where I go at now all role playing sites and places for hosting character profiles totally ban under 18 characters can anyone offer me any advice on how to get this law changed
