Russia has the biggest nuclear arsenal in the world (although likely not the greatest projection capability: that's still the USA) but all nuclear countries, possibly including Iran and only excepting, I think, North Korea have enough warheads to cause a nuclear winter even if their reach isn't actually planetary.
