They certainly are. Just ask those who are charged as "Juvenile Sex Offenders" and then tried as adults. You might search newspapers sites, television stations, or, just do a general search on Google. One example that comes to mind is that of a 9 year old girl charged with molesting some younger kids although they were just playing "doctor".
