It has a lot to do with being a hebephile. For example, I have to admit to pretending to be a hebephile around an ex-roommate so he wouldn't think I was "after" his 7-year-old daughter. But we would frequently talk about young (15+) girls that we saw, and he had actual experiences with some as young as 16. He didn't seem hesitant about it, but he did ask me once how young I liked 'em. I lied and said I've seen some as young as 12 that looked like they were 16 that I could "do" and he readily agreed. I've had similar experiences with other men as well. Nothing had anything to do with breaking the law with these guys.
