Just to give credit to the law makers, sometimes the good must be punished. The unfortunate part of this whole thing is that fact that 1 or 2 bad people ruin it for the whole class. See what I mean? Without the laws as they are, law enforcement could do NOTHING to the ones who ARE out to hurt these children we love so much. Then the "How young is too young" debate comes into play.
