As for feeling uncomfortable in that kind of situation, there's no need to be. You were there for a legitimate reason as were the girls, no problem.

If that kinda thing made you feel awkward, i guess seeing repeated panty flashes and wanting to reach out and touch it does create an internal struggle. Bit late now offering advice but this'll help for future encounters.

The Looks:

The Ignoramus; Acknowledge the panty flash (blank expression) but ignore the girls completely,

The Stare; An uncontrollable urge to just gawk at her undies. Mouth wide open.

The WTF!; Simply put, eyebrows raised in disbelief. did i just see what i thought i saw?

The Gentleman; Notice the girls playing 'peek a boo' and have a little chuckle under your breath, then if either of the girls makes eye contact simply say hi or make use what ever she may have said to you. A conversation may ensue. this would raise no suspicion at all.

Whatever feels right at the time is a good measure of what to run with. With discretion of course.
