Admitted pedophile launches Portland Web site

PORTLAND -- An admitted pedophile, who recently moved to Portland on a wave of bad publicity, has launched a new Web site that lists his activities in the area.

Jack McClellan, formerly of Arlington, Wash., moved last month from Southern California, where he created waves after moving there earlier this summer.

McClellan, 45, who is unemployed and lives out of his car, does not have a serious criminal record. He said he is attracted to little girls, but he is 99 percent sure he would never do anything illegal with a child.

"The main thing, I think, they're cute, a lot cuter than women. I admit there is kind of an erotic arousal there," McClellan said in a March interview with KOMO 4 News.

On his new Web site, Mcclellan states he just attended Portland's Polish Festival and the Oregon State Fair to look at little girls, whom he calls "LGs". On another Web site, McClellan claims he's been riding the TriMet and doing drugs.

For years, McClellan maintained a Web site in Washington state in which he posted pictures of children in public places and talked about areas he liked to stake out where little girls congregate.

While McClellan is watching little girls, someone else is watching him from a distance. Anti-pedophile activist Xavier Von Erck of perverted-justice.com is tracking McClellan's moves.

"This individual is very dangerous. He's ticking time-bomb waiting to happen," he said. "He is just a guy waiting for the right victim to molest."

Police in Portland said unless McClellan commits a crime, he is free to photograph children in Portland. State law prevents them from doing surveillance or keeping a file on McClellan, police said.

"Portland police The fact is we can't arrest him for what he thinks," said Sgt. Brian Schmautz. "Probably the best thing is to leave him alone and if he does commit a crime, call 911 and we'll deal with it."

Though they do not like what he wants to do, police said they receive 500 new child abuse cases reported each month - some of which involve severely beaten kids. They say those cases are a higher priority than following Portland's newest resident.

"People need to be vigilant about it if he does something wrong and report him. And eventually he'll pack on up and move," Schmautz said.

McClellan used to live with his parents at their home in Arlington, Wash., but left headed south in June, citing media reports and the resulting angry moms as the reason. McClellan drew attention with his Web site, which rated the best local places to find children in Western Washington.

A group called Mother Against Sexual Predators shut down McClellan's site, but he soon found a host in Canada.

McClellan's mother didn't know about the Web site until KOMO 4 News contacted her. The news outraged her and she kicked him out of the house, prompting him to move out of state.

He continued blogging on line, turning what used to be his Washington pedophilia Web site into Los Angeles Girl Live."

Before moving to Portland, McClellan was arrested in July outside a Southern California day care holding a camera, which allegedly violated a restraining order requiring him not to loiter or congregate within 30 feet of minors. The order requires McClellan to keep his distance from schools, playgrounds and other places where children may congregate as well.

A judge in California later also barred McClellan from contacting, videotaping or photographing children or publishing their photos without written consent from a guardian or parent. McClellan could be arrested if he violates that prohibition.

Charges were later dropped, but he left for Portland a short time later.

"I have to leave the state, really, I can't live here under this Orwellian protocol," Jack McClellan told KABC.

McClellan said he lives on supplemental security income and suffers from depression.
