Well I do think he is guilty of war crimes. I was more thinking about the Hitler Youth itself. In spite of its indoctrination purposes, it still was, in general, a step forward regarding youth organisations and its members had the chance to pursue diverse enriching activities that for many of them wouldn't otherwise have been available.
