Well, I don't really pay attention to many boys' underwear, but yes, girls' panties are indeed often cute and interesting.

Have you ever noticed how girls' match their panties with the rest of their outfits, while boys just don't care one way or the other???

Hehehe. =) I notice girls with matching panties quite often. It makes it all the more fun to notice.

Girls often wear skirts. The panties are bound to show at some point; they might as well match, or be cute. =P Also, girls tend to like these cute panties, and are often quite proud of them. So, naturally, they will show off their pride by letting others (very often other kids, but adults aren't uncommon) have a look at their awesomely cute panties.

I wouldn't be surprised if the origin of this fashion came from people who like little girl panties. Maybe the designers had a thing for girls, and the designs happened to catch on. ;)

In particular, why are girls' panties so cute; and why do girls match them with the rest of their outfit, unless we're supposed to watch??????

See #3. =P And maybe we are supposed to watch. I've been teased before with a "You can't see my panties~!" when I wasn't even trying to. Of course, it only made me want to see them. =P
