Q1. Have you ever noticed the difference between girls' panties and boys' undies???

Girls underwear tends to be more, well, girly, while boys tend to like briefs with their favourite cartoon characters on them. I was the same as a boy, and still am, though the selection of cartoon-themed adult boxers is limited. That said, the girliness of girl underthings is much preferred, from an aesthetic sense.

Q2. Have you ever noticed how girls' match their panties with the rest of their outfits, while boys just don't care one way or the other???

Girls seem to develop fashion sense pretty early on, while boys often stick to jeans and t-shirt (cartoon-themed, if possible).

Q3. Have you ever wondered the reason of the difference between girl and boy undergarments??? Have you reached an answer???

I suspect the answer is simple; females are designed by nature to be beautiful, while males are more utilitarian in design, and this translates to fashions as well, even childrens fashions. Whether or not this is to prepare girls for the types of clothes they will wear later in life, or if clothing designers simply like the way LGs look in panties, the world may never know.
