This seems like exploring boundaries to me. Children will often see how far they can take something before it hits a wall, at which point, they know where the envelope is and how far it can be pushed. Dad was asking her to stop hitting him, but was doing nothing to prevent it. Terra was simply curious to know "What's he going to do about it?"
