I've been to bigger cities and have been approached by beggars. I've never seen a child beggar.

I always ignore them and pretend they do not exist. The only time I've even said anything to one them is "I don't have any money" in a rude way. It was true though, I never carry money with me except long road trips.

As for a beggar child. I would be apprehensive in giving them any money. You very well know someone is watching over them. These kids are probably being used by someone who will take most of the money anyway.
