I think it's a little arbitrary to draw a line on what is and is not on topic.

It is arguable that this is on topic just because Obamacare is going to be the health system our LGFs will be on. It's also arguable, as Baldur implied, that every unconstitutional intervention and extension of government power makes it easier and likelier to exercize other ones by virtue of weakening the Constitution and the barriers to federal power; and so even if you couldn't personally care less about Obamacare, you need to learn about it just because its fallout will affect you as a GLer, not just as a health consumer (or taxpayer). This is the reason why I argue so much about foreign policy and economics on here, for instance.

If we get to the core of it, almost all topics except GMs and maybe "how I knew I am a GLer" could be considered off topic in themselves. Any legal case could be argued "he is a molester not a lover" (even if it wasn't so, you know it's reported as if it was) and dump it as off topic. Any computer security thread could be replied "go ask that on a tech site". Any "theoretical" thread could be replied "that's so far down the line that it's a waste of space to argue it now". Even for movie and music threads, there are sites where you can read news of young actresses, and comment them, so why post them here? And now that there is a B4U-ACT, even an "I feel depressed" thread can be replied with "go write them".

Girl Love is multidimensional enough that it can accommodate all these topics, imho.
