Even then, they're not going to approach random people to incite them to commit terrorism. Usually the LEOs have their own suspects who have previously made incriminating statements, therefore they are NOT approaching random people.
Erm, no, they do approach random people. In fact, stings have often taken exceedingly long times because normal people denounce the FBI moles to the FBI rather than say "hey yes, I was wondering how to get explosives."
