My understanding is that law enforcement can not make the offer, or it would be entrapment. But they can make themselves look like what you want, and wait for YOU to make the offer. So if the LEO actually makes the first move and says, "Come have sex with me," and you say, "OK", that is entrapment. But if they dangle the carrot in front of you and you are the one to say, "Can I have sex with you," then they got you. Same with the prostitution stings - if the "prostitute" comes to your home, knocks on your door, and says, "Hey, DO ME." That would not be legal. But if the undercover LEO stands on a street corner known as a place to pick up prostitutes, and you drive up and ask, or even look like you want to ask, it's on YOU.

So the idea is that they can facilitate your actions legally, but they can't try to make you do something you might not have done on your own.
