.... I might theorize that the reason that pictures of laughing nudist kids playing at the beach are termed "Child Sexual Abuse Imagery;" and that the content is never shown would be to create a form of entrapment.

If they describe everything in the worst terms possible, then in the popular imagination, it must be what it sounds like; images of sex acts featuring children who are being forced and physically hurt.

This then might lead those who were unaware to believe that a KP charge actually required them to be viewing harm, or sex acts, or nudity, or even ( yes ) real children.

Now the LEOs cannot be ignorant of the fact that the naive might download or collect images prosecutable as KP which feature none of the above. I'm sure that the first response of the accused has got to be, "But its not KP, there's no nudity, no sex, no...... "

If I were paranoid I might believe that the misdirection was deliberate.

But Ockham's Razor, and a general dismissal of the opinions of anyone they're arresting suggests that prosecutors trying to sell their prosecutions to the public is the reason they conflate nekkid-baby-pic with crime-scene-photo. And that they are unconcerned with the knowledge of the legal boundaries by those who would even wander in that direction. Helping a "pervert" be a law-abiding "pervert," doesn't even enter into it.
