Indicted? For what and by whom? Apparently it was not illegal for the girls to pose, there being no specific law - unless you can point to some reliable evidence (in English) - Mr.X not being one of them.

Plenty of reasons - like being paid to keep quiet, threatened with violence (probably unknown in the Ukraine-NOT), shame, determination to move on, bribery and corruption, authorities not willing to embark on such an enterprise (persuing the owners of the agency) since such a large number were involved, and there apparently was no law in place to prevent it happening, and possibly others. Enough?
