Though I should also admit that I often hear of cases where the party who would never have "initiated adult-child sexual activity" was [ill] prepared by the dominance of that model to resist the child initiating child-adult sexual activity.

Even the non-contact should consider the possibility that the child might be aware of all the risks of sex ( as they are discussed in materials aimed at teens everywhere, ) but be entirely unaware of the risks presented by prosecutors and LEOs getting their mitts on the child.

They are taught that the LEO is their friend in such matters. Maybe there ought to be a "scared abstinent" program that demonstrates how child "victims" are treated by the system at present.

At the very least, the better that all people are informed about the cruelty of the Justice system, the more likely that one of the two partners will act to avoid bringing harm to their beloved by placing them a position to be meat for a prosecutor.

If the "act" above means abstaining from sexual activity, I'm with you.

I think I basically agree with everything you say above. The "scared abstinent" program might have to be presented with a somewhat different tone :-).

But when people ask how to politely turn down an underage girl coming on to them, I think a very powerful point to mention is that it creates a need to keep a secret for life. If discovered, LEOs may give them a very hard time -- along with the distress they hopefully would feel at ruining the life of the man. If society changed in ways I would like to see, then that argument would go away, though the other arguments remain.
