It might mean thinking about how things might go, or proceeding to action such as talking with them and doing nice things for them with the hope that it might develop into a romantic or sexual relationship. It certainly doesn't imply doing anything without willingness of the girl involved. So I don't know where the "rapist" accusation comes from -- I would think only a very strong anti would label such an attitude as "rapist".

It's also possible to become friendly with such a girl and do nice things for her with no intention of letting it become romantic or sexual -- or an iron-clad determination that it never will. Much of the world would be very skeptical that a pedophile might do that, but we all know it is entirely possible.

A parent who found a gut-level reaction of attraction to a child or step-child would be well advised to be loving and supportive and parental, of course, but to stay strictly away from "attraction" as defined in this way.
