I'm not sure; some socialists are pretty clear on what they are doing.

Pirates understood that plunder couldn't be too exploitative: otherwise either trade would be depressed, leaving too little to plunder; or the cost of protection through arming ships or being escorted would become more affordable than plunder. (Partial exception with pirates on the service of a power, devoted to bleed out the fleets of enemies, who could afford to be overly exploitative)

And pirate states have had a tendency to be very free in significant ways. Although Late Ottoman Barbary was not.
