Shire reeves have been State actors for a millennium or so. There have been repeated demands to elect them. A few cities, like City of London, got that wish. Most shires never have, and the sheriffs always have been appointed, not elected.

Itinerant judges have never been elected, since 12th century.

Justices of peace have been around since 14th century, and demands to make them elected have been frequent. As with sheriff, London City and a few other cities got that wish - shires never have.
