Scotland has been wearing an English schoolgirl's uniform with no panties for almost a half millenia now in protest of english interference in the national dress (nudism). The IRA famously wore ACTUAL kilts (assuming wool) during a brief protest in prison.

This trend recently expanded to illegal immigrant youth in southern scotland over wearing shorts in a heat wave, IIRC.
