Well back in the 19th century it was used in the negative propaganda by the British, to imply that the Dutch South Africans were uncivilized. To some degree, it was a stereotypical but not 100% false assessment of a then still heavily agricultural society vis à vis an already urban and industrial one. As with everything, nuances exist. But I would still regard as preferrable to say Afrikaners than Boers.
