"Blaming the victim" in its obvious, straightforward sense is wrong. But the concept has expanded into areas where it goes way too far.

I think of the classical case as blaming women for being the victims of rape. And indeed dressing provocatively, getting really drunk at a party or walking around alone at night in a questionable neighborhood are no excuse for rape. At the same time, you might counsel women not to do those things, the world being as it is.

I'll extend this to another realm: burglary. Home alarm systems, property insurance against theft, and even doors that lock are outrages that blame the victim. Surely the fault lies only in the burglar, and when you suggest that the potential victims of burglary do something to deter it, you're putting blame in the wrong place... But, come on, let's cut the crap, the world is an imperfect place, there have been burglars forever and there will be forever. I don't believe that the failure to have a good enough lock can be used by a burglar in court as a defense, and it's often wise to have a good lock and lock your doors.

But I digress a bit. In the case of pedophiles and girls, you have to take both parties into account. The world is the way it is, with the discrimination the way it is, and you have an obligation not to harm other people based on how third parties will actually react, not the way they ought to react in a perfect world.
