that someone knows a password for sure, that is. Though it doesn't seem to be necessary. In the case of the cop for example, apparently a relative or something saw him viewing some files or something like that - which may be construed as *evidence* that he, at that time, knew the password - but what's to say he didn't forget it by the time he got arrested? Or changed it and forgot the new one? Or, like your example, burned his piece of paper? This guy is basically living your "Permanent contempt of court imprisonment" life without any proof that he knows the password starting from the time he was arrested.
