Yes, that is the order according to the victims.

But there is also an order according to perpetrators. Women get away with killing children [Casey Anthony] or with sex with children; children sometimes get psychiatric (rather than criminal law) sentences and even criminal law sentences are erased at 18 and they're released as if they had been innocent [Jamie Bulger's murderers]. Only adult males are targeted with maximum or close to maximum sentences.

Obviously consensual sex should never be criminalized; but actual violence should also be met with a punishment fitting the crime even if the perpetrators are women or children.
