Legal or not is not relevant here. I don't know which country you teach in but I do know that I have to adhere to an ethical code of conduct. Your behaviour, while not illegal, is unethical. It shows favouritism to the female students in your class. And in the United States and Canada it is against the code of conduct to hug a student. I don't make the rules but I have to live by them.
