You have hit on one of the key matters of terminology here. Even among the girl lovers there is frequent confusion and misunderstanding as to what is meant by "sex".

I often fantasize about "sex" with two girls I know in real life who are both about five years old. But, the sexual activity I am fantasizing about would probably be considered little more than "gentle foreplay" were it to take place between two adults.

For most people "sex" = "sexual intercourse". I prefer to think of the contact I wish I could have with young girls as "physical intimacy" that grows more and more intimate as the girl gets older. I think right around puberty is about the right time for a girl to begin exploring intercourse - but only if she wants to and feels comfortable doing so.
