I'm sure you are right about the lottery aspect. It was part of my sentencing that I attend if I recall correctly, although it was apparently optional for many. We had quite a number of counsellors and you are right, some are much better than others and are more adaptable especially when dealing with a variety of people. Mostly they were female, and although it might be thought more judgemental, this was not generally so. They obviously had to listen to some unpleasant talk but mostly didn't show their distaste if they felt any. We didn't have any of the 'why don't you like women?' arguments, and I actually fancied a few of them, :-). We were mixed in the sense that some had been to prison but most were on probation.
