At least half, but not all.
And that may be the truth in US colleges, but certainly US isn't the whole world, and in some countries the opportunity costs are very low compared to the potential gain.

Again, that's a huge generalization, giving a chance to a teen to learn is better than giving no chance at all and giving all the responsabilities to their parents (or to themselves, though they were greatly influenced by the skills received from their parents anyway, specially if they don't interact with others).
