Or maybe "State Health Services" if you want to continue with your federal model of governance - though it could get complicated working out the reciprocal arrangements between states and dealing with states that prefer to retain their "devil take the hindermost" systems.

Here in the UK people moan all the time about the NHS, but any party who seriously stopped honouring its "free at point of use" ethos would lose its chance of power.
