This is where the drug analogy fails. Drugs are not infinitely reproducible, like KP is (You can have a drug lab, but you still need source ingredients every time, rather than use cocaine to make more cocaine). Drugs also have measurable dosages, which KP doesn't.

The problem is that you cannot carve a sound exception to KP laws to allow "legitimate" uses of KP and "illegitimate" ones. "Legitimate" uses of KP still create KP and still diffuse KP - even to "illegitimate" users.
