The problem is that you cannot carve a sound exception to KP laws to allow "legitimate" uses of KP and "illegitimate" ones. "Legitimate" uses of KP still create KP and still diffuse KP - even to "illegitimate" users.

If so then isn't it obvious what one must do - to restrict one group if it protects another more vulnerable group, especially when we have to 'think of the children'. We can't have all to be winners in our societies these days - just not possible.
